Understatement or hype?

Anger is now expressed in muted terms. Surely you've heard, "That's unacceptable." Usually followed by, "I want to talk to the manager." "Unacceptable" can mean anything from unacceptable to heinous. Depends on what level of consequences you intend to propose.

The other understatement word now in wide use: "inappropriate." Today I heard a lady say, on a TV news story about a released sex offender moving into her neighborhood, "It's incredibly inappropriate." Meaning, unacceptable.

I'm thinking understatement is a new form of hype.
