Dehype U. - Frequency of Message.

In advertising, they say, the consumer must be exposed to the message at least four times before she is convinced to buy. Ad people call it "frequency." President Bush has exceeded the standard minimum frequency on his Social Security campaign, grossly, without changing copy. The problem must be the product.
